Narvik, Norway, July 15, 1942: German submariners, just returned from “wolf-packing” an allied convoy in the northern waters, converse with Norway’s Reichskommisar Josef Terboven (with sunglasses) and Norway’s Nazi collaborator PM Vidkun Quisling (on Terboven’s right). Narvik offered an excellent harbor for German U-boats patrolling the North Atlantic, although it did not offer the level of protection against air attack as the French coast bases.
