Republican President Richard Nixon was strong on civil rights. One of the United States’ first major applications of affirmative action, the Philadelphia Plan, was enacted by the Nixon administration in 1969, which led to the dismantling of institutionalized racism in labor unions which excluded minorities from skilled trades.
